Authorizes counties, townships, municipalities, conservation districts, forest preserve districts (both downstate and Cook County), park districts, and the Chicago Park District to accept web-based signatures on documents when using a secure web-based platform

Explicitly excludes nominating petitions, candidate petitions, and referendum petitions from web-based signature authorization across all covered government entities

Amends multiple Illinois statutes including the Counties Code, Township Code, Illinois Municipal Code, Conservation District Act, Downstate Forest Preserve District Act, Cook County Forest Preserve District Act, Park District Code, and Chicago Park District Act

Provides local governments discretionary authority ("may allow") rather than mandating acceptance of web-based signatures
