Expands the School Safety Drill Act to require guidelines for threat assessment procedures, rapid entry response plans, and cardiac emergency response plans in addition to existing emergency and crisis response plan requirements

Authorizes the State Board of Education, in consultation with Illinois State Police, to adopt emergency rules to implement these changes for up to 365 days, deemed necessary for public interest, safety, and welfare

Requires the State Board of Education to publish guidance on its website outlining steps school districts must include in threat assessment procedures, including when and how to notify parents and community members of threats

School districts must incorporate the new threat assessment guidance into their procedures within the school year following publication of the guidance

The emergency rulemaking authority provision automatically repeals one year after the Act's effective date
