Amends the Capital Development Board Act to exclude municipal wastewater agencies and sanitary districts from the definition of "unit of local government" in provisions that limit local enforcement of ordinances against State facility remediation and redevelopment projects

Preserves the regulatory authority of sanitary districts organized under seven specific Illinois statutes, including the Metropolitan Water Reclamation District Act, Sanitary District Acts of 1907, 1917, and 1936, North Shore Water Reclamation District Act, Metro-East Sanitary District Act of 1974, and Eastern Will Sanitary District Act

Allows municipal wastewater agencies and sanitary districts to enforce their ordinances and regulations regarding use of or connection to wastewater treatment and collection systems for State facility construction, reconstruction, improvement, or installation projects

Takes effect immediately upon becoming law
