Narrows the definition of "cycle" under the Cycle Rider Safety Training Act to include only motorcycles, removing motor driven cycles and mopeds from the program

Requires Cycle Rider Safety Training Courses to meet National Highway Traffic Safety Administration model standards, with the Department required to approve or deny course applications within 60 days

Expands eligible course providers to include community colleges, state universities, government agencies, and for-profit or nonprofit businesses, but explicitly excludes motorcycle dealers and businesses that sell motorcycles or have them on consignment

Establishes provider requirements including qualified instructors, quality assurance staff, annual instructor evaluations, liability insurance, and prohibits policies regulating employees' dress outside of work hours

Providers may charge a nominal registration fee set by the Department, refundable upon course completion, and receive payment based on per-student rates, equipment maintenance, or other approved non-personnel expenses; effective January 1, 2026
