Reduces the signature requirement for citizen-initiated public policy referendums from 8% to 4% of total votes cast for Governor in the preceding gubernatorial election

Applies to petitions for local public questions in municipalities, townships, counties, and school districts, as well as multi-unit referendums involving two or more local governments

Lowers the threshold for statewide advisory questions and proposed constitutional amendments to Article IV from 8% to 4% of votes cast in the prior gubernatorial election

Affects petitions filed with local election officials, boards of election commissioners, and the State Board of Elections depending on the type and scope of the question

Special provisions for municipalities over 1,000,000 inhabitants (Chicago) also have the signature requirement reduced from 8% to 4% for questions concerning contiguous territories within the municipality
