Creates a special enrollment period through the Illinois Health Benefits Exchange for uninsured taxpayers who requested health insurance information through the "easy enrollment program" on their state income tax return

Requires the Exchange to notify eligible uninsured taxpayers by letter about their estimated eligibility for insurance affordability programs, including Medicaid, federal premium tax credits, and cost-sharing reductions

Provides 60 days from the date of the notification letter for uninsured taxpayers and their dependents to select and enroll in a qualified health plan

Coverage becomes effective on the first day of the month following plan selection

Grants rulemaking authority to the Department of Insurance and Department of Healthcare and Family Services to implement the easy enrollment special enrollment period
