Requires Illinois State Police to submit annual reports by August 1 detailing efforts to fill technical manager positions, including total positions, vacancies, duration of vacancies, positions filled, and recruitment initiatives

Transfers personnel, vehicles, equipment, and supplies associated with the Motor Carrier Safety Assistance Program from the Department of Transportation to Illinois State Police, with transferred employees retaining collective bargaining rights through October 1, 2026

Redirects civil penalties collected under the Hazardous Materials Transportation Act and Motor Carrier Safety Law from the Road Fund to the State Police Operations Assistance Fund

Grants Illinois State Police exclusive authority to stop and inspect commercial motor vehicles and enforce motor carrier safety regulations against both drivers and non-drivers, effective October 1, 2025
