Increases the Illinois telecommunications excise tax rate from 7% to 8.65% beginning July 1, 2025, with the 1.65% increase designated as a "statewide 9-8-8 surcharge" to fund suicide prevention and mental health crisis services

Authorizes the Department of Human Services to implement and administer the 9-8-8 National Suicide Prevention Lifeline system in compliance with federal law and national crisis care guidelines

Establishes new revenue distribution for telecommunications tax collections beginning August 2025: 57.7% to General Revenue Fund, 11.6% to Common School Fund, 11.6% to School Infrastructure Fund, and 19.1% to the Statewide 9-8-8 Trust Fund

Defines the statewide 9-8-8 system to include Lifeline Contact Centers, mobile crisis teams, and crisis stabilization facilities including Living Room Programs, as described by the Substance Abuse and Mental Health Services Administration

Requires the Department of Human Services to submit annual reports on Fund deposits and expenditures to the General Assembly and Federal Communications Commission
