IL SB2149

Amends the School Code provisions regarding state tuition reimbursement for children from orphanages, children's homes, and state welfare/penal institutions attending public schools

Creates a special depreciation allowance exclusion for qualifying school districts that meet all four criteria: designated as Tier 1 or Tier 2 under state funding formulas, have at least one school on federal property, have between 2,500 and 4,500 students, and receive a federal Public Schools on Military Installations grant through June 30, 2030

For qualifying districts, the depreciation allowance calculation must exclude depreciation on new school buildings constructed using federal or donated funds from the capital projects fund, as well as buildings constructed with private funds and donated to the district

The exclusion from depreciation allowance does not apply to expenses for maintenance, operations, or future capital improvements paid from state or local aid revenue for those school buildings

Maintains existing tuition calculation formula of 1.2 times the total annual per capita cost for all other districts and circumstances
