Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 to explicitly include microdermabrasion, hydrodermabrasion, and dermaplaning as authorized practices for licensed cosmetologists and estheticians

Adds "superficial exfoliants" to the list of cosmetic preparations that cosmetologists and estheticians may use when treating the stratum corneum (outermost layer) of the skin

Creates a new explicit exception clarifying that the Act does not limit the ability of licensed physicians to practice medicine in all of its branches

Adds using any technique, product, or practice intended to affect the living layers of the skin as a specific ground for disciplinary action and license revocation

Makes using techniques affecting living skin layers a criminal violation: Class B misdemeanor for first offense, Class A misdemeanor for second offense, and Class 4 felony with $1,000-$5,000 fine for subsequent offenses
