Eliminates the requirement for individuals hired exclusively to perform non-gaming functions at casinos and riverboats to hold an occupational license from the Illinois Gaming Board

Creates a new "non-gaming identification badge" that the Board may issue to workers who do not perform gaming-related duties, with a non-refundable annual fee set by the Board

Sets eligibility requirements for the non-gaming badge: applicant must be at least 18 years old, pass an initial background check, and pass annual background checks conducted by the licensed owner or organization gaming licensee

Removes the previous provision allowing 18-year-olds to obtain occupational licenses for non-gaming functions, replacing it with the new badge system

Takes effect immediately upon becoming law
