Creates the Child First Reform Task Force to review and study juvenile detention centers across Illinois, examining conditions, administration, and compliance with minimum standards set by the Department of Juvenile Justice and the Administrative Office of the Illinois Courts

Task Force membership includes 19-21 members appointed by legislative leaders, state agency directors, the Lieutenant Governor, and the Independent Juvenile Ombudsperson, including two members who have previously been detained in juvenile facilities

Requires the Task Force to assess community-based alternatives to detention, evaluate whether detention centers should be transferred from county to state operation, and advise on creating a Youth Advisory Agency with offices in each circuit court district

Final report with non-binding recommendations due by January 1, 2026, to be submitted to the General Assembly, Governor, Lieutenant Governor, circuit court chief judges, county boards, and Attorney General

Task Force appointments must be made within 90 days of the Act's effective date, members serve without compensation, and the section repeals on January 1, 2028
