Prohibits Illinois state agencies from purchasing tropical hardwood or tropical hardwood products and bans their use in any state public works, building maintenance, or construction contracts

Requires all state contracts involving forest-risk commodities (beef, cocoa, coffee, leather, palm oil, rubber, soy, wood/paper products) to include contractor certification that commodities were not sourced from land where deforestation or forest degradation occurred

Mandates that large contractors (annual revenue of $100 million or more) adopt and publicly disclose forest policies including supply chain traceability, due diligence measures, protections for Indigenous peoples' rights, and commitments against development in primary forests and peatlands

Establishes a stakeholder advisory group including industry representatives, civil society experts, and Indigenous community members to consult on implementation rules, with the Department of Central Management Services required to issue rules by July 1, 2026

Creates enforcement mechanisms including contract voiding and penalties up to 20% of the value of non-compliant products, along with a supply chain transparency assistance program to help small, medium-sized, and minority/women-owned businesses achieve compliance
