Establishes an open primary system where the top 2 vote-getters in any primary election advance to the general election, regardless of their political party affiliation

Removes requirements for voters to declare party affiliation when voting in primary elections; voters receive a single ballot listing all candidates for each office

Eliminates separate party-specific primary ballots and the requirement that county clerks track and report which party's ballot each voter requested

Removes restrictions preventing candidates from running in a different party's primary or as independents after previously filing or voting with another party

Repeals Article 10 of the Election Code concerning nominations in certain other cases, and makes conforming changes throughout the Code to remove party affiliation requirements from voter applications, ballot certifications, and voting procedures
