Creates an optional $10 Hunter Food Bank Stamp available to deer hunters, with proceeds deposited into a new Hunter Food Bank Fund to provide grants to food banks for purchasing venison donated by hunters

Requires the Department of Natural Resources to open counties for special deer harvest periods if more than 5 deer removal permit requests were made in that county during the preceding year

Allows landowners and tenants to request transfer of unused firearm deer permits from regular season for use during separate harvest periods, limited to hunting on their own land and taking antlerless deer only

Streamlines deer removal permit process by requiring DNR to post applications online, acknowledge receipt within 1 business day, and issue or deny permits within 5 business days (automatic approval if not denied within deadline)

Extends deer removal permit validity from 90 days to the remainder of the calendar year (through December 31) and allows permit holders to transfer permits to qualified individuals age 18+ with hunter safety certification
