Raises the population threshold for townships required to use multi-township assessors from 1,000 inhabitants to 3,000 inhabitants, effective upon publication of 2030 federal census data

Creates transitional provisions for townships newly subject to multi-township assessor requirements based on 2030 census results, with changes taking effect at the first general election after census publication

Defines "qualified township" as one with population not exceeding the maximum population amount and "maximum population amount" as 1,000 before 2030 census publication and 3,000 after
