Expands the definition of "commercial purpose" under Illinois' Freedom of Information Act to include any use of public records that furthers the commercial, trade, or profit interests of the requester or the person on whose behalf the request is made

Maintains existing definition that commercial purpose includes use of public records for sale, resale, or solicitation/advertisement for sales or services

Preserves exemptions for news media and non-profit, scientific, or academic organizations when requests are principally for disseminating news, articles of opinion, features of public interest, or academic/scientific/public research or education

Amends Section 2 of the Freedom of Information Act (5 ILCS 140/2) by modifying the definition in subsection (c-10)
