Expands veterans' medical leave from visits to "veterans hospital or clinic" to any health care provider or facility authorized by the U.S. Department of Veterans Affairs

Changes terminology from "hospital visits" to "medical appointments" and from "disability" to "condition" for service-connected care

Adds "treatment" as an eligible purpose alongside "examination" for the 4 days of annual veterans medical leave

State employees who are veterans receive 4 days per year for VA-authorized medical care, not charged against sick leave

Amends the Personnel Code to update references from Section 8b.17 to 8b.20
