Amends the Illinois Public Aid Code to require the Department of Healthcare and Family Services to create an add-on payment for safety-net hospitals that have a Level 1 Trauma designation

Mandates the add-on payment be at least $35,000,000 per qualifying hospital per year

Safety-net hospitals must meet existing criteria including being a disproportionate share hospital with either a Medicaid Inpatient Utilization Rate (MIUR) of at least 40% with 4% charity care, or a MIUR of at least 50%
