Requires the Illinois Department of Corrections to annually collect and publish contraband-related data on its website, including facility location, where contraband was found, method of entry, type of contraband (drugs, phones, weapons, other), and number of individuals caught possessing or attempting to procure contraband

Mandates reporting on the number of prosecution referrals for contraband brought into correctional facilities by staff and individuals in custody, presented as statewide aggregate data without identifying specific facilities or counties

Requires annual reporting on substance use disorder treatment programs by facility, including available treatment levels, number of participants, and number of committed persons on waitlists

Requires data collection on naloxone use by correctional employees and committed persons, as well as emergency medical responses and hospitalizations for both individuals in custody and staff, categorized by reason (drug overdose, injury, workplace incident)

Data collection for contraband and facility-specific medical data begins July 1, 2026, with annual publication by August 1; treatment and remaining medical data collection begins July 1, 2027
