Requires electric bicycles, personal e-mobility devices (including electric scooters, hoverboards, electric skateboards, and electric unicycles), and their traction batteries to be tested and certified by ISO-accredited laboratories to meet specific UL safety standards before being manufactured, sold, leased, or rented in Illinois

Prohibits the assembly, reconditioning, or sale of lithium-ion traction batteries made from cells removed from used batteries, while still allowing recycling of batteries and their components

Establishes compliance standards requiring electric bicycles to meet ANSI/CAN/UL Standard 2849 (or EN Standard 15194 until January 1, 2028) and personal e-mobility devices to meet ANSI/CAN/UL Standard 2272

Designates violations as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act, granting the Attorney General authority to enforce the law using all available remedies and penalties

Takes effect January 1, 2026, in response to U.S. Consumer Product Safety Commission reports of 208 fires causing 19 fatalities in 2021-2022 linked to electric bicycles and e-mobility devices
