Expands school transportation eligibility to explicitly include prekindergarten students, adding them to existing provisions that cover kindergarten through grade 12

Requires school districts (community consolidated, unit, consolidated high school, and other specified district types) to provide free transportation for prekindergarten through grade 12 pupils residing 1.5 miles or more from their assigned school

Authorizes discretionary free transportation for prekindergarten through grade 12 pupils living within 1.5 miles when walking poses a serious safety hazard due to vehicular traffic, rail crossings, or patterns of criminal activity

Extends state reimbursement eligibility for transportation costs to include prekindergarten students transported alongside other eligible pupils

Amends qualifying rate calculations for state reimbursement to reference districts maintaining "prekindergarten through grade 12" rather than "grades K to 12"
