IL SB2285

Expands the legal definition of "bicycle" in the Illinois Vehicle Code to include both human-powered devices and low-speed electric bicycles (e-bikes)

Requires bicycles to have 2 or more wheels with a minimum diameter of 12 inches, operable pedals, and designated seats for one or more passengers

Removes the previous restriction limiting bicycles to only "two tandem wheels" and the explicit exclusion of scooters and similar devices

References the existing definition of low-speed electric bicycles in Section 1-140.10 of the Vehicle Code
