Amends the Department of Commerce and Economic Opportunity Law to allow DCEO to enter into contracts, grants, and loans with employment social enterprises

Defines "employment social enterprise" as a non-profit or for-profit entity that provides services or produces goods while demonstrating a mission to employ individuals with barriers to employment

Employment social enterprises must provide social supports including on-the-job training and life skills training to their employees

Adds employment social enterprises to the list of eligible recipients alongside local governments, private agencies, non-profit corporations, educational institutions, and for-profit businesses

Funding would be authorized through existing sources including the Build Illinois Bond Fund, Rebuild Illinois Projects Fund, Fund for Illinois' Future, Capital Development Fund, and General Revenue Fund
