Expands the Illinois Finance Authority's lending powers to allow loan agreements for "any other lawful purpose" beyond just project financing, and adds authority to finance or refinance accounts receivable, working capital, liabilities, insurance costs, and operating expenses for governmental units, health institutions, educational institutions, and other authorized borrowers

Adds "climate resilience projects" as a new category the Authority can finance, defined as projects to reduce hazards or risks from future disasters or climate-related conditions, including clean water access, drinking water, wastewater treatment, and essential infrastructure resiliency

Expands funding sources the Climate Bank can utilize to include funds for clean water projects, drinking water projects, wastewater treatment projects, and climate resilience projects alongside existing clean energy project funding

Amends the Climate Bank Loan Financing Act to add "climate resilience project" as a defined term and authorizes governmental units to own, construct, manage, and operate climate resilience projects in addition to clean energy infrastructure projects

Authorizes governmental units to issue bonds for climate resilience projects under the same framework currently available for clean energy infrastructure projects
