Expands electric vehicle rebate eligibility to include electric motorcycles, with rebates of $1,500 until July 2026, $750 from July 2026, and $500 from July 2028

Restricts rebate eligibility exclusively to low-income purchasers (households earning no more than 80% of state median income), removing general public eligibility

Extends the rebate application deadline from 90 days to 180 days after vehicle purchase and requires applications during designated open rebate cycles

Maintains tiered rebates for non-motorcycle electric vehicles: $4,000 until July 2026, $2,000 from July 2026, and $1,500 from July 2028

Allows the Electric Vehicle Rebate Fund to receive appropriations from any state fund, not just the General Revenue Fund, effective July 1, 2025
