Amends the Healthy Forests, Wetlands, and Prairies Act to add shoreline restoration and protection projects as an eligible use of grant funds

Authorizes counties and park districts to receive financing for shoreline restoration and protection through the Healthy Forests, Wetlands, and Prairies Grant Program

Maintains existing funding allocation: at least 75% of appropriated funds must go to eligible grant recipients, up to 23% may be used by the Department of Natural Resources for direct restoration work, and up to 2% for administrative costs

Eligible grant recipients continue to include state agencies, local governments, municipalities, townships, forest preserves, park districts, conservation land trusts, and non-profit conservation organizations
