Renames the Illinois Emergency Management Agency Act to the "IEMA-OHS Act" and renames the agency to the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS), adding homeland security and nuclear/radiation safety to its core responsibilities

Creates a Homeland Security Advisor position appointed by the Governor with Senate consent for a 4-year term, responsible for leading statewide prevention efforts on terrorism, domestic violent extremism, school safety, cybersecurity, and critical infrastructure protection

Establishes the Illinois Homeland Security Advisory Council (IL-HSAC) to develop recommendations on the state's domestic terrorism preparedness strategy and serve as the Senior Advisory Committee for federal Homeland Security Grant Program funds

Creates the Illinois Cybersecurity Commission with voting members from state agencies and non-voting members from critical infrastructure sectors (energy, healthcare, financial services, etc.) to enhance cyber awareness, develop incident response capabilities, and foster public-private partnerships

Establishes a Statewide Interoperability Coordinator (SWIC) position to serve as the central coordination point for communications interoperability between state and local agencies, develop best practices for public safety communications, and coordinate the Statewide Communications Interoperability Plan
