Creates the Office of Independent Cultural Ombudsman within the Department of Children and Family Services to secure the rights of youth and families subject to DCFS investigation or services

Governor appoints the Ombudsman with Senate confirmation for 4-year terms, with the first term expiring February 1, 2028; the Ombudsman may hire deputies and support staff

Ombudsman must be over 21, hold a bachelor's or advanced degree, have expertise in DCFS operations or civil rights advocacy, and have background in cultural awareness and advocacy

Office duties include reviewing DCFS service delivery, investigating complaints from youth and families, inspecting facilities, and reporting cases of severe abuse, misconduct, or interference to the Governor and DCFS Director

Complaint records, personally identifiable information of complainants, and confidential records obtained by the Office are exempt from Freedom of Information Act disclosure
