Appropriates $50,000,000 from the General Revenue Fund to the State Board of Education for grants to community learning centers supporting afterschool programs and community schools

Grants must serve high-poverty schools where at least 40% of children are from low-income families, with individual awards capped at $225,000 per site

Eligible applicants include public school districts, charter schools, community-based organizations, faith-based organizations, tribal organizations, and other public/private entities

Successful grantees may reapply for up to 4 additional years of funding, contingent on compliance and satisfactory performance

State Board of Education must provide annual public reports on program spending, issue continuing application materials within 30 days of each fiscal year, and select a technical assistance provider to support grantees
