Requires the Illinois Department of Corrections to screen and assess all incarcerated individuals for substance use disorders, including opioid use disorder

Mandates that inmates diagnosed with opioid use disorder be offered all FDA-approved medication-assisted treatment (MAT) options deemed appropriate by healthcare professionals, with no restrictions on medication types

Guarantees individuals already receiving MAT before incarceration can continue their treatment upon request for as long as medically necessary

Prohibits denying MAT participation based on positive drug tests at intake, prior treatment history, or past treatment failures; also bars disciplinary infractions for positive drug screens upon entering custody

Requires the Department to develop plans for each Parole District to facilitate continued MAT access for individuals with opioid use disorder following release; effective January 1, 2026
