Amends the Design-Build Procurement Act to make certain provisions inoperative for public institutions of higher education on and after January 1, 2026

Removes the sunset provision (Section 90) that was scheduled to repeal the entire Design-Build Procurement Act on January 1, 2026, effectively making the Act permanent for other state agencies

Allows state construction agencies to continue using design-build delivery methods for public projects when demonstrated to provide time or cost savings over traditional design-bid-build approaches

Requires projects using design-build procurement to comply with disadvantaged business and equal employment practices under the Business Enterprise for Minorities, Women, and Persons with Disabilities Act

Takes effect immediately upon becoming law
