Eliminates the state licensing requirement for hair braiders and hair braiding teachers in Illinois, making hair braiding exempt from regulation under the Barber, Cosmetology, Esthetics, and Nail Technology Act of 1985

Renames the Act by removing "Hair Braiding" from the title and repeals Article IIIE, which contained hair braiding license provisions

Prohibits the Department of Financial and Professional Regulation from automatically delaying, denying, or holding applications submitted by incarcerated individuals seeking barber, cosmetology, esthetics, or nail technology licenses

Requires the Department to consider supervised practice performed while incarcerated when determining license qualifications and allows the Director to waive certain time limitations for incarcerated applicants

Modifies the composition of the Barber, Cosmetology, Esthetics, and Nail Technology Board by replacing the hair braider/hair braiding teacher seat with a member holding any license type under the Act
