IL SB2351

Amends the Auction License Act to update definitions related to online auctions, adding "Internet online" to the definition of advertisement and creating a new definition for "online auction" as auctions conducted via websites, applications, or interactive computer services

Adds new definitions for "estate sale" (a scheduled liquidation sale of personal property where the public is invited to negotiate or bid) and "estate sale service" (auction services for conducting estate sales, excluding real property sales)

Expands licensing exemptions to include third-party resellers who have taken ownership of personal property from estates to sell anonymously, such as retail sellers, consignment sellers, or distributors who do not conduct estate sales

Creates a new exemption for receivers, trustees in bankruptcy, guardians, administrators, executors, and persons acting under court orders, public authority direction, judicial decrees, trust agreements, deeds of trust, or wills

Clarifies the definition of "auction" to include bids made by auctioneers to prospective purchasers or lessees, streamlining language about sales conducted via mail, telecommunications, or Internet online
