Establishes the Farmland Transition Commission within the Department of Agriculture to examine barriers facing individuals ages 25-40 in purchasing or accessing farmland and to recommend policies and incentives to assist young farmers

Commission membership includes 18 members: Director of Agriculture (chair), Director of Natural Resources, State Treasurer, University of Illinois Extension representative, agricultural association representatives (farmers, corn, soybean, pork, beef, specialty growers), four legislators, and four farmers ages 25-40 from different regions

Commission members serve without compensation and must meet at least quarterly

Annual report required to the Governor and General Assembly by January 1 each year with recommendations for incentives to help young farmers acquire farmland access

Commission automatically dissolves on December 31, 2031
