Amends the Sex Offender Registration Act to add "unauthorized video recording and live video transmission" (Section 26-4 of the Criminal Code) to the list of registrable sex offenses

Applies only when the victim is under 18 years of age and the defendant is not a parent of the victim

Requires the offense to be "sexually motivated" as defined in the Sex Offender Evaluation and Treatment Act

Only applies to offenses committed on or after the effective date of the amendment (not retroactive)
