Prohibits pharmaceutical manufacturers and other persons from denying, restricting, or interfering with the acquisition or delivery of 340B drugs to covered entities or their contract pharmacies unless federal law prohibits such receipt

Bars restrictions on a 340B covered entity's ability to contract with pharmacies, including limitations on the number, location, ownership, or type of contract pharmacy arrangements

Prevents manufacturers from requiring 340B entities or contract pharmacies to submit pricing data, comply with inventory management requirements, or provide information beyond what state or federal law mandates

Authorizes the Department of Financial and Professional Regulation to investigate violations and bring enforcement actions through the Attorney General, with civil penalties up to $10,000 per violation

Allows 340B covered entities and contract pharmacies to bring private civil actions seeking injunctive relief, money damages, civil penalties, and attorney's fees for violations of the Act
