Adds "incident" as a new defined term meaning a disaster that does not rise to the level of a Governor-issued proclamation, and expands "cyber incident" definition to cover events threatening computer networks and public infrastructure

Expands Mobile Support Team (MST) activation authority to include incidents, federally declared national special security events, and large public events, in addition to disasters

Authorizes the Governor or Director to enter agreements with local, federal, and tribal governments as well as public and private entities for emergency management purposes

Allows MST personnel activated by the Governor or Director to be reimbursed by the State for travel and subsistence expenses, with workers' compensation benefits provided as State employees for disease, injury, or death during activation

Modernizes oath administration for emergency management personnel by permitting oaths to be administered via live video technology or electronic means
