Creates a Youth Nonviolent Crime Resource Program within the Department of Juvenile Justice to provide services to individuals under 18 adjudicated delinquent for nonviolent crimes (defined as crimes not involving use or threat of force toward a person)

Required resources include mentoring, educational resources (in collaboration with State Board of Education), employment training, behavioral health services including trauma-informed care, and parent supports including help applying for public assistance programs

Department may contract with community agencies to deliver services, and circuit courts and probation departments may refer eligible youth to the program

Department must publicize the program and referral process on its website by July 1, 2026

Department must report annually on the number of youth and families served and types of services provided; the Department does not supervise any court-ordered conditions under this program
