Prohibits expulsion of students in kindergarten through grade 2 unless required by federal or State law, and limits expulsions to students in grades 3-12

Requires suspensions of 3 or more days for preschool students to be approved only by the superintendent, early childhood program director, or equivalent, with suspension length limited to the time needed to develop a behavior intervention or safety plan

Requires suspensions of 3 or more days for students in kindergarten through grade 2 to be approved only by the superintendent, with suspension length limited to the time needed to develop a behavior intervention or safety plan

Allows students suspended for more than 20 school days to be immediately transferred to an alternative program under Article 13A or 13B, and prohibits denying transfer due to suspension except when it poses a safety threat

Expands eligibility for alternative learning opportunities programs to include students in kindergarten through grade 12 (previously grades 4-12) and requires annual reporting of discipline data to the State Board of Education by July 31
