Renames the "Forest Products Transportation Act" to the "Timber Transportation Act" and updates definitions to clarify terms including "timber," "firewood," "Christmas tree," and "commercial tree care business"

Requires any person transporting timber subject to the Timber Buyers Licensing Act on Illinois highways to carry proof of ownership, which can include a bill of sale, work order, tree removal permit, or other Department-approved documentation including digital copies

Authorizes the Department of Natural Resources and law enforcement agencies to inspect vehicles transporting timber to verify compliance and issue summons for violations

Reduces the criminal penalty for violations from a Class A misdemeanor to a Class C misdemeanor, while prohibiting falsification of ownership documents or refusal to comply with enforcement officers

Allows seizure and forfeiture of timber, vehicles, and wood cutting equipment used in violation of the Act, with proceeds from public auction sales deposited into the Illinois Forestry Development Fund
