Expands the definition of "explosive materials" to include water gels and items on the federal "List of Explosive Materials" (27 CFR 555.23), and adds "consumer fireworks" and "display fireworks" to regulated definitions

Requires an Illinois Individual Explosives License for any person to acquire, possess, use, transfer, or dispose of explosive materials, with disqualifications including addiction to alcohol or controlled substances and FOID card suspension/revocation

Establishes that a second license revocation permanently bars an individual from obtaining an Illinois Individual Explosives License

Mandates bulk storage of consumer fireworks (1,001 pounds or greater) in Department-certified Type 1, Type 2, or Type 4 magazines meeting low explosives distancing requirements

Creates new Article 6 requiring compliance with federal placard requirements for transporting explosive materials in Illinois, and adds possession of stolen explosives (knowing or under circumstances suggesting they were stolen) as a Class 3 felony
