Creates the Certified Family Health Aide Program for Children and Adults Act, establishing a new certification for family caregivers age 18+ who care for medically fragile and technology-dependent individuals receiving in-home shift nursing services through Medicaid programs

Allows certified family health aides to perform nursing tasks including medication administration, tracheostomy care, enteral care and therapy, and certified nursing assistant duties for specific family members (spouses, parents, siblings, grandparents, in-laws, legal guardians, or designated caregivers)

Requires the Department of Healthcare and Family Services to apply for federal Home and Community-Based Services State Plan and waiver amendments by January 1, 2026 to enable Medicaid reimbursement for certified family health aides

Mandates hospitals, children's community-based health care centers, and home nursing agencies to provide initial training and maintain records for certified family health aides caring for patients being discharged to home nursing care

Amends the Nurse Practice Act to explicitly allow certified family health aides to perform relevant nursing care without holding a nursing license, providing a legal pathway for compensated family caregiving
