Creates a new medical education grant program administered by the Illinois Student Assistance Commission to cover nontuition costs (including living expenses) for medical students and resident/fellow physicians

Eligible medical students must be Illinois residents, accepted to a medical or osteopathic college in Illinois, and demonstrate financial need

Eligible resident or fellow physicians must be Illinois residents, hold a Doctor of Medicine or Doctor of Osteopathy degree, be accepted for specialty or residency training at an Illinois hospital or state facility, and demonstrate financial need

Program goals include attracting students to the medical profession, increasing employment and retention of physicians in clinical training, and reducing financial barriers in medicine

Effective July 1, 2025, subject to appropriation
