Creates the Public University Direct Admission Program beginning with the 2027-2028 academic year, automatically offering general admission to qualified Illinois high school seniors and community college transfer students at public universities and community colleges based on GPA standards

Requires each public university to submit grade point average standards for general admission to the Illinois Student Assistance Commission by March 1 annually, with ISAC using school district data starting July 1, 2026 to identify qualifying students

Establishes a preselection outreach campaign for University of Illinois at Chicago and University of Illinois at Urbana-Champaign to encourage qualifying high school juniors and seniors to apply, with criteria determined by each campus in consultation with faculty

Amends the School Code to require school boards to provide student directory information, email addresses, and GPAs to ISAC and public higher education institutions for students whose parents or guardians consent, effective July 1, 2026

Mandates the Board of Higher Education submit annual reports to the Governor and General Assembly starting August 1, 2029, including demographic data on students offered direct admission and program improvement recommendations
