Amends the Open Space Lands Acquisition and Development Act to establish tiered grant matching requirements for local governments seeking funding for park, recreation, and conservation land acquisition and development

Defines "distressed community" and "distressed location" based on criteria including: poverty rate of at least 20%, 75%+ of children in school lunch programs, 20%+ of households receiving SNAP benefits, or unemployment rate exceeding 120% of the national average for 2+ consecutive years

Projects in distressed locations within distressed communities may receive up to 100% state funding; projects in distressed communities (regardless of location) may receive up to 90%; distressed location projects outside distressed communities may receive up to 75%; all other projects require 50/50 matching

Caps funding allocations: no more than 10% of annual appropriations for 100% funded projects, 30% for 90% funded projects, and 10% for 75% funded projects

Adds priority consideration for projects located in distressed locations and distressed communities, alongside existing priorities for high-population areas, SCORP-identified needs, and flood plain areas
