Appropriates $5,000,000 from the General Revenue Fund to the Department of Commerce and Economic Opportunity for grants to community-based organizations, nonprofits, community colleges, and universities for preapprenticeship workforce development programs

Targets youth under age 18 residing in underserved areas for education and training in technology fields including computer science, information technology, cybersecurity, networking, and management information systems

Appropriates an additional $5,000,000 from the General Revenue Fund to the Illinois Community College Board for grants to community college districts and public high schools to administer the 21st Century Employment grant program

Total appropriation of $10,000,000 for workforce development and employment training initiatives

Effective date of July 1, 2025
