Extends the exemption period for licensed veterinarians from electronic prescribing requirements for controlled substances from 2 years to 7 years after November 17, 2023

Requires prescriptions for Schedule II, III, IV, or V controlled substances to be sent electronically, with dispensers required to accept them in electronic format

Allows prescribers who certify they will issue no more than 150 prescriptions in a 12-month period to be exempt from electronic prescribing requirements through December 31, 2028; threshold drops to 50 prescriptions starting January 1, 2029

Provides multiple exceptions to electronic prescribing requirements, including technological failures, patients in nursing homes or hospice care, incarcerated individuals, research protocols, and compound prescriptions

Limits compliance actions by the Department of Financial and Professional Regulation before December 31, 2030 to non-disciplinary warnings unless the prescriber acts in bad faith or shows a pattern of violations
