Creates the Developmental Promise Program to provide financial assistance to students enrolled in developmental (remedial) coursework at Illinois public community colleges and universities, beginning in the 2026-2027 academic year

Covers the remaining balance of a student's total cost of attendance (tuition, fees, room, board, books, supplies, transportation) after all private, State, and federal financial aid is applied

Limits eligibility to Illinois residents ages 17-26 from households with family income of $90,000 or less who are enrolled in developmental education coursework

Financial assistance applies for up to 132 semester credit hours or 198 quarter credit hours while enrolled in the program

Requires students to complete the FAFSA, maintain satisfactory academic standing, and make progress toward completing their educational program to receive benefits
