Authorizes electric cooperatives that receive state or federal broadband grants to deploy broadband infrastructure and provide broadband service within their service territories

Grants broadband grant recipients the right to access and use existing electric easements for broadband deployment; property owners within grant service areas cannot prevent installation of broadband infrastructure if proper permits are obtained

Requires broadband grant recipients to provide written notice to property owners 14-60 days before entering property, including details on installation plans, dates, and construction methods; property owners may claim just compensation within 45 days of deployment

Mandates compliance with prevailing wage requirements under the Prevailing Wage Act and Davis-Bacon Act, including monthly reporting to the Department of Labor and apprenticeship labor hour requirements of 10%

Includes a sunset provision ending these rights and obligations on January 1, 2030, and requires DCEO to consider project completion speed when evaluating broadband deployment grant applications
